To whom this may concern,


Please submit a proposal for moving services for the Buena Park Library District (BPLD)
relocation from their current building to the temporary building. The mover’s proposal
shall be based on the mover site walk including the information and criteria stipulated in
the following Scope of Services, Project Team & Statement of Qualifications and Terms
& Conditions.


Company Description
● The Buena Park Library District (BPLD) is a public library serving the Buena Park
community by providing free access to books, digital resources, and educational
programs. It promotes literacy, lifelong learning, and community engagement
through inclusive services, technology access, and cultural events. For additional

Key Dates
● RFP Issued: Friday, April 10, 2026
● Mandatory Job Walk: Thursday, April 16, 2026 at 8:00 am
The job walk will start at the current building and end at the destination.
● Proposals Due: Thursday, April 23, by EOD (no exceptions)


Project Timeline
Award Phase:
○ April 24-29, 2026- Mover Proposal Review
○ April 30- May 1, 2026- BPLD Selects Mover for “Intent to Proceed”
○ May 5-6, 2026- BPLD Board Meeting Review and Outcome
○ May 7, 2026- Finalize BPLD Mover Agreement and Contract Details


Pre-Move Phase: Week of May 26, 2026- Pre-move activities (labeling, pre-packing,
furniture disposal, staging, etc)


Move Phase: June 1-6, 2026- Relocation 


Post-Move Phase: June 8-10, 2026- Fine Tune Crew Deployment (1 driver, 1 foreman,
1 installer, 2 movers)

(The selected mover shall review and agree to all terms and conditions contained
within this agreement. Acceptance of these terms is mandatory and
non-negotiable.)

Move Scope
Base Assumption = Specified content will be moved to the temporary location until the
tenant improvement construction is complete.
The mover will be responsible for packing, labeling, relocating, unpacking, and
disposal of selected furniture of all items described during the site walkthrough and
on the inventory list provided.
● This is a full-service GMP quote.
● Include IT Disconnect/Reconnect as a prevailing wage line item cost.
● Include full pack/unpack.
● Provide full valuation coverage in the amount of $105,000, with no deductible, for
all items relocated to the temporary buildings and onsite garage for the duration
of the move.
● Provide full valuation coverage in the amount of $20,000, with no deductible, for
all items relocated to the mover’s offsite warehouse.
● Move all items to each required department as specified.
● All items will be defined in the site walk.
● Develop and implement a detailed move and labeling plan in collaboration with
JBA and the BPLD team.
● Include cost for onsite labeling and posting signage at both the origin and
temporary destination.
● Meet with the client’s project team.
● Move in accordance with the JBA Migration Plan.
● Provide on-site supervision during all move phases of the project.
● Provide a post-move support team with the requested manpower as specified
above.


Additional Cost Breakdown – Scope of Work
Please provide a detailed cost breakdown for the following scope of work:
1. Relocation to Temporary Buildings & Garage:
Cost to relocate items from the current building to designated temporary
buildings, including the onsite garage.
2. Relocation to Off-Site Storage:
Cost to relocate specified items to a mover-provided warehouse facility within a
no more than a 30-mile radius of the current building. The exact warehouse
address must be included in the proposal. Occasional client access to stored
items may be required.
3. Monthly Storage Costs:
Provide monthly storage rates, inclusive of full valuation coverage in the amount
of $20,000 for all stored items. Include any costs associated with client access
visits to the storage facility, as well as any required access protocols.
4. Furniture Disposal:
Provide pricing for the removal and disposal of listed furniture, including
transportation to an approved landfill or disposal facility.
5. Prevailing Wage:
Provide a separate line-item cost for prevailing wage associated with the
assembly, disassembly, and reinstallation of any and all modular furniture.


Materials to Support the Project
The mover must delineate all costs associated with the move in their bid.
1. Packing Materials: Mover to supply moving labels, packing materials
(boxes & crates, etc.) for all mover-assisted packing areas (file
rooms, storage rooms and collections) artwork, artifacts, and photos
as defined during the site walk.
2. All Building Protection: The mover will provide and install protective
floor covering (Masonite) on all hard surfaces and main paths of
travel throughout the origin and temporary destination. If taping
protection to walls i.e., corrugated wall coverings, only “blue
painters’ tape” may be used.
3. Include all rental equipment or other expenses for this project, such
as ramps for front-door access or any other items defined during the
site walk.


Supervision & Labor to Support the Project
1. Delineate the manpower, number of project managers, supervisors,
laborers, drivers, etc. for each move phase of this project. Submit the
manpower allocation and hours for each day of the move. Note: The
Mover shall provide sufficient qualified labor and an experienced
foreman in charge of the crew to complete the work in a timely,
satisfactory manner to meet the startup of business as scheduled by
the BPLD.
2. Provide the names and contact information of the "dedicated" project
managers or supervisors who will be available during the entire
relocation project.
Additionally
Coordinate all work with JBA.
Meet with the client when necessary to understand and address their needs.
Provide all necessary labor and supplies for the project.
Project Team & Statement of Qualifications
● Provide the following information and any other collateral material as part of your
proposal:
1. Name and Address of Company

5. Team members/personnel that will be involved in the project, as well as
their experience.
● Provide three (3) representative projects that are comparable to the relocation
proposed by the BPLD. Provide the following information for each project with the
understanding that the BPLD shall confirm all references.

● The Company shall review, acknowledge, and agree to all terms and
conditions set forth in Attachment #1 of the BPLD Mover Agreement.
Acceptance of these terms is required and shall be considered
non-negotiable.
● Note: Your proposal must be addressed solely to the Buena Park Library
District and should not reference John Barry & Associates or any of its
employees.
● All insurance policies will be provided to meet the needs of the BPLD.
Company shall review the criteria noted above with careful consideration of the schedule
as stipulated in the Project Timeline. For consideration, your proposal must be delivered
via email no later than the date given in the above Key Dates section.
